i'm assuming you started both the luxb file and the image/background file with the exact same attributes.
if so, to resolve it, open map.luxb in editor, go to info, set the size you want (750x365) save and close it.
open the image file in photoshop or whatever picture editor you are using and set the attributes to the same size and save)
when you reopen the map.luxb in the editor and you insert the picture it should work fine. if it's off centered a bit, you will have to move the shapes using option 4 (and selecting them all at once) and use the arrow keys for fine precision centering. i experienced something very similar when i made my first map.
something to do with the zoom in and out of the map editor that alters the the size by a tiny fraction. with my problem if i remember right, i opened the map file, zoom in and out before opening the background. when i did open it, there seemed my borders where like a fraction of a hair off from where i left them last time. problem was that during the zoom out the map didn't scale to the exact original dimensions and with the insertion of the background image it got saved with those new attributes. then again i could be wrong and that simply happened do to my inexperience at the time with the editor.
